State Police say they showed up to a home in Pottsville and found a two-year-old alone in a handmade cage, made of plywood and lattice with a bolted lock.
Also in the home were a one-year-old and a baby, just one day old.
All of them alone without any adults.
The mother of the children let CBS21 into the home and told her side of the story.
What police called a cage, she called a crib and playpen.
The children's father, Cecil Kutz, is now behind bars.
"I want to get the word out there that we are not bad parents. Gene made a mistake, and now he's got to suffer the consequences. I don't agree with him. I'm very upset with him. But, people do make mistakes. Maybe he was panicking," the mother said.
State Police say Children and Youth Services went to the home after the mother went to the hospital. Police say she had given birth to her baby just the day before.
"It's rare that you would find a child in a cage and it's sad, we see a lot of incidents where children are living in deplorable conditions but this is probably a first for me," said PSP Sgt. Fred Krute.
No word if the mother will face charges.
